The groundbreaking Home Office Biometrics Programme (HOB) is cutting crime by making it possible to cross-check fingerprints against immigration and police data simultaneously. HOB delivers a single platform for fingerprints, DNA and facial recognition. The Home Office had been working with a major global systems integrator – but keen to make cost savings, improve deployment times, and gain more control and flexibility, they started the search for a new delivery partner for the programme.

Design

Winning a G-Cloud call-off contract for £4.5m to provide PPM and commercial delivery services, including technical and security consultancy, Definia worked with the Home Office to develop an outcomes-based delivery model with a rigorous IR35 determination process. Helping to identify milestones, we offered fixed price outcomes and a clear auditable trail for value for spend, rapidly deploying SC and DV cleared specialists to deliver discreet statements of work.

We have worked closely with the HO DSU to improve clearance times and onboarding. SC cleared workers are deployed against work-packages within 10 days of instruction, including IT (Poise) and passes. Our milestone-based pricing model provides stakeholders with clear and controlled project budgeting. We have been able to maintain quality whilst aligning our day rates to the optimum rate card for milestone calculations. Since transitioning from the incumbent supplier, we have saved HOB over £2 million per annum.
